GOVERNMENT & PRIVATE SECTOR CONTRACTING ASSISTANCE PROGRAM

Are you interested in doing business with the federal, state or local governments?  The Government & Private Sector Contracting Assistance Program (GAPSCAP) provides assistance to firms in all phases of contracting with government entities and the private sector.

GAPSCAP is jointly sponsored by Greater New York Development Co, (GNYDC), a nonprofit economic development organization, and Industrial Development Agencies, Community Development Agencies, banks and businesses.


AVAILABLE SERVICES

GAPSCAP provides free "hands on" counseling in contracting including:

• assessing business potential as a government contractor
• client qualifications appraisal
• market analysis
• product/service bid matching of client with purchaser
• solicitation acquisition/bid preparation
• contract financing
• negotiation of contracts
• pre-award survey and clearance
• post-award performance for administration of awards and problem resolution payments/closeouts
• providing and clarifying procurement regulations (FAR and supplements, contract clauses, department      regulations)
• obtaining and clarifying technical information/documentation specifications, standards, etc. establishing       joint ventures with other companies
• electronic commerce
• registration with local, state and federal government agencies in order to do business with
them providing applications for SDB certification and assisting with their preparation
providing applications for N.Y. State Women & Minority Business certification
• providing HUB Zone Empowerment information
• providing SIC and NAIC codes


AREAS OF CONCENTRATION

GAPSCAP focuses on key areas such as spare parts replacement, diversification, disadvantaged businesses and electronic commerce, more specifically:

• helping businesses and nonprofits find, obtain and perform on federal, state and local
contracts, including helping small businesses become alternate sources of parts.
• helping defense dependent companies to diversify into new federal, state, local and commercial markets and export markets
• encouraging relationships between potential subcontractors and prime DOD
contractors setting up new liaisons between prime contractors and subcontractors
• helping companies to establish joint ventures for bidding and liaisons with local universities
• helping companies comply with electronic data interchange and other electronic commerce requirements
• encouraging private and government sector bidding by minority and women-owned businesses
• electronic bid matching based on your product and/or service (key words) through our Fax2EDI System
• providing opportunities in the corporate contracts arena through a joint initiative with Black Women Enterprises.
• working closely with minority and women-owned businesses and organizations to help companies increase their sales
• conducting a wide variety of seminars/workshops on topics such as: Electronic Commerce; Doing Business With the Government; Small Disadvantaged Business Certifications; etc.


BACKGROUND

The Government & Private Sector Contracting Assistance Program was formed to help small businesses
and nonprofits expand and grow via additional government and private sector work.  GAPSCAP is
governed by a multi-faceted committee representing the diverse economy of Long Island and New
York including financial institutions, quasi-governmental agencies, businesses and foundations.
These participants provide a wealth of resources for the benefit of the clients of GAPSCAP.
GAPSCAP started its operation in 1986, enabling firms to receive contract awards at the multi-
million dollar level. Coupled with this is a full complement of business and technical services
including financing, diversification, exporting, retraining, etc. All area economic development
resources are brought to GAPSCAP
's clients. GAPSCAP's efforts can thus truly provide interested
companies with a well-rounded foundation for future growth.  GNYDC
